Elmer Bailey thinks that there are many
aspects of the Union County 5-Year
Strategic Plan that need to be addressed
but his top priority is to repair and
increase the capacity of the jail. This
should be done for as little money as
necessary. Additionally, we need to be
planning for the future of the county. And
this future includes schools that are
growing in student population. Maintenance
of the existing schools and plans for new
schools when they are required are important
issues to Mr. Bailey.
There are very few good paying jobs for
people who live in this county, forcing
folks to travel quite a distance to work.
Too many services and jobs are being sent
overseas and it becomes more and more
difficult to keep jobs at home. Mr. Bailey
would like to see industry relocate here and
more businesses open up. Not only could
residents work near home, but they would be
able to shop here as well. This would keep
the money in the county and generate both
sales and property tax revenue.
What has always been a very rural county is
growing every day. It is important to Mr.
Bailey that we move forward, and not
backwards, as we try to accommodate the
swelling population and their needs. County
Commissioners have many decisions to make
during the course of a year but one thing
that a commissioner must never forget,
according to Elmer Bailey, is to keep the
taxpayer in mind when making each and every
decision. When a decision is made to spend
a dollar, it is the taxpayer’s dollar that
is being spent - and he believes that this
must be done wisely and with care.
One of the many strengths that Mr. Bailey
brings to County Commission is his
experience in county government. He attends
all meetings of the Commission and is also
on both the Ambulance Board and the Budget
and Finance Committee. He says that each of
his votes is for improving the county while
keeping his responsibility to the taxpayer
in mind.
